While the US “left” claim USAID is a “humanitarian” organization, and the Trump admin claims it is spreading “liberal” values, its actual purpose is to facilitate the political capture of targeted nations.
It has its own section in US gov. counterinsurgency (COIN) manuals.
The roles it serves in providing basic services for a local population is admittedly for establishing “control” over the population and is often a follow-on process after US invasion.
And in case you have any lingering doubts, the same COIN manual includes a photo of US soldiers in the middle of brutally putting down an insurgency in the Philippines which the US colonized until the end of WW2 as an illustration of successful COIN ops.
